建議中提到,作為全球單體吞吐量最大的集裝箱碼頭之一,鹽田港是華南區(qū)域20萬(wàn)噸級(jí)超大型集裝箱船的首選港,承擔(dān)著深圳港1/2的集裝箱吞吐量、全?。保车耐赓Q(mào)進(jìn)出口量、全國(guó)對(duì)美貿(mào)易1/4的貨物量,為鞏固深圳作為亞太地區(qū)重要航運(yùn)樞紐地位發(fā)揮了重要作用

但近年來(lái),港口吞吐量增速放緩、港口產(chǎn)業(yè)偏向低端、臨港經(jīng)濟(jì)培育不足、港城矛盾突出等系列問(wèn)題,制約了鹽田港邁向國(guó)際航運(yùn)樞紐的建設(shè)步伐在鹽田區(qū)和鹽田港集團(tuán)通力合作的基礎(chǔ)上,孫波建議政府部門進(jìn)一步加強(qiáng)頂層設(shè)計(jì),構(gòu)建統(tǒng)籌協(xié)調(diào)機(jī)制,把鹽田港作為深圳積極參與構(gòu)建新發(fā)展格局的重要節(jié)點(diǎn)、城市經(jīng)濟(jì)社會(huì)發(fā)展的重要戰(zhàn)略支點(diǎn)來(lái)規(guī)劃,加強(qiáng)規(guī)劃引導(dǎo)和資源整合,促進(jìn)多方利益主體共同發(fā)力,形成建設(shè)合力

孫波同時(shí)建議政府部門加大港口體系建設(shè)的支持力度,包括鹽田港東港區(qū)3個(gè)20萬(wàn)噸級(jí)深水泊位、深水航道及深水錨地、港口信息化的建設(shè),以及大力發(fā)展組合港、內(nèi)陸港,試行“一次申報(bào)、一次查驗(yàn)、一次放行”政策,擴(kuò)大國(guó)內(nèi)、國(guó)際中轉(zhuǎn)業(yè)務(wù),全面增強(qiáng)鹽田港輻射帶動(dòng)能力

在打造航運(yùn)產(chǎn)業(yè)體系方面,建議政府部門出臺(tái)支撐現(xiàn)代航運(yùn)服務(wù)業(yè)的相關(guān)政策,整合空間資源,大力發(fā)展航運(yùn)融資、保險(xiǎn)、結(jié)算,航材租賃、船舶交易和航運(yùn)仲裁等高端產(chǎn)業(yè);推動(dòng)鹽田綜合保稅區(qū)“21條”政策落實(shí)落地,支持跨境電商、保稅研發(fā)、保稅租賃、再制造業(yè)等“保稅+”高端業(yè)態(tài)發(fā)展;同時(shí),加快鹽田河臨港產(chǎn)業(yè)帶建設(shè),大力發(fā)展臨港貿(mào)易業(yè)態(tài),以冷鏈為突破口,開(kāi)展凍品冷藏加工、展示交易、冷鏈配送等上下游業(yè)務(wù),構(gòu)建冷鏈整體生態(tài)鏈
