According to Korean media reports, South Korean medium-sized shipbuilding enterprises STX ocean shipbuilding and Chengdong shipbuilding may merge as creditors of the two shipbuilding enterprises. The Export Import Bank of Korea and the Korea Industrial Bank (KDB) are negotiating the possibility of merger. The South Korean government plans to streamline and merge the two shipyards according to the survey results. However, medium-sized ship enterprises such as STX shipbuilding and Chengdong shipbuilding are difficult to follow the self-help measures of large-sized ship enterprises. The restructuring procedures of these medium-sized ship enterprises have been directly intervened by Korean state-owned banks and other non-commercial banks

Since 2010, Chengdong Shipbuilding Co., Ltd. has been in financial difficulties, and has successively obtained more than 4trillion won (about US $3.6 billion) from creditors over the past few years. At present, Chengdong Shipbuilding Co., Ltd. has three shipyards under its management, and now only one is still in operation
